JOB PURPOSE: To support Oxfam Syria programme in the implementation of the emergency & resilience WASH activities to alleviate suffering of vulnerable population affected by ongoing conflict in Syria. This includes supporting the development and guidance of PHE Assistants in assessment, implementation & planning, supervision of construction works, preparing BoQ and assisting the project manager in contract management within the Syria programme strategy
Key Responsibilities:
• Assess emergency and longer-term WASH needs in affected areas as well as technical assessment for the boreholes/wells and damaged water systems/networks, household water systems, sanitation systems.
• Assess and prepare needs of technical repairs, replacement needed of the Water supply/Sanitation equipment and accessories in buildings/facilities IDP collective shelters, prepare action plan and response to the need.
• Review, check and where necessary prepare technical specification of water and sanitation works, prepare implementation plan, that’s includes, review/create the technical specification, review/create
• bill of quantities, prepare and update regularly work plan and time frame for each activity under her/his supervision.
To visit sites, inspect technical works, reassess needs and conduct trouble shooting and propose remedial works as appropriate.
• The work will include management and administrative duties and co-ordination with other members of the technical project team and with other stakeholders.
• Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the technical project stays within assigned schedule and cost targets.
• Inform and raise flags to the line manager about any changes expected in the activities (quality/quantity/time/cost/safety incidents cases …etc.)
• With the guidance of the WASH Team Leader and Public Health Engineer Officer, establish systems and controls for daily site checks and documentation.
• With the guidance of the and WASH Team Leader, ensure that health and safety monitoring is incorporated into all daily site supervision activities.
• Coordinate with specialized department and line manager to ensure that the environment of work, dealing with beneficiaries, communications methods, gathering information process and field daily work are all prepared to avoid breakthrough of safeguarding of all stake holders of the technical projects.
• Report regularly, verbally and in writing to the Team Leader & Public Health Engineer Coordinator.
• Ensure that all activities and sub activities take gender issues fully into account.
• Carry out any other assignments as may be delegated by the Area manager and Team Leader, within the WASH architecture of Oxfam Syria.
• Work on and follow up the documentation for all PHE activities regarding prepare and record the implementation technical documents, Mapping, and photos records for project phases.
• Work in close collaboration with PHP counterpart to carry out integrated and quality WASH interventions.
• Any other duties that may be reasonably required of the role, and in support of capacity building.

Experience, Knowledge & Competencies
Essential:
Technical Skills, Experience & Knowledge:
• Holds a university Engineering degree (in Civil or Architecture or Mechanical or Electrical Engineering) from a reputed university.
• Strong and tested technical project management skills, including risk management.
• The ability to present concise reports, reflecting the problems and possible solutions for situations.
• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
• Ability and willingness to travel extensively in a hard context environment.
• Commitment to Oxfam’s overall aims and policies including demonstrable commitment to gender equality and equal opportunities in all aspects of Oxfam’s work.
• Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
• Good written and spoken Arabic and English is essential.

• practical Engineering experience of 2-3 years in WASH projects (Sanitary, Water Network Rehabilitation, WASH in school and water pumping stations Projects).
• Previous work experience not less than 2 years with LNGOs/INGOs in WASH field.
• Good demonstrable understanding of Auto-CAD, Google Earth, MS Office suite and water modelling software).
• Good planning skills to include flexibility and adaptability.
• A proven ability to supervisor technical teams in the field.
• Excellent follow up skills.
Desirable:
• Preferably Masters in a relevant engineering Civil or Architecture Mechanical or Electrical,
• demonstrate good experience in alternate energy.
• Experience in Coordination externally, internally, and working with partners.
