Responsibilities
Designing Systems and Promoting MEAL
_ Develop and oversee the implementation of a comprehensive MEAL system within the organization, ensuring accountability to both donors and beneficiaries.
_ Advocate for the importance of MEAL across all aspects of the organization to foster a culture that prioritizes high-quality programming.
_ Establish strong relationships with colleagues and provide support to ensure understanding and endorsement of the MEAL system at both field and CO levels.
_ Collaborate closely with program teams to integrate MEAL into project implementation, thereby enhancing quality, accountability, management, and impact.
Managing Staff, Providing Guidance, and Facilitating Growth
_ Supervise the MEAL team to ensure the effective operation of the MEAL system with adequate support and resources, establishing clear communication channels between field and central office levels as well as with other departments.
_ Assist the MEAL team in advancing specific projects, offering managerial oversight and troubleshooting when challenges arise.
_ Set expectations, offer leadership, and provide technical assistance as necessary to enable MEAL staff to fulfil their roles effectively.
_ Oversee the performance of direct reports within the MEAL unit through performance evaluations, coaching, mentoring, training, and professional development opportunities.
_ Develop and manage a MEAL training program at the organizational level to enhance MEAL capacity and awareness among all staff, identifying training needs and collaborating with MEAL team members to implement the program.
Internal Reporting
_ Ensure timely and high-quality fulfilment of all internal MEAL requirements for programs, including providing comprehensive information and data on direct and indirect reach.
_ Identify and introduce new elements, such as systems, tools, and processes, required under the MEAL system, and oversee their development by MEAL team members.
_ Receive regular field monitoring and accountability reports from MEAL Team leaders and Officers, disseminating them to country office teams and ensuring that action plans are implemented and monitored.
Facilitating Learning for Strategic Decision-Making
_ Consolidate data and findings from various thematic and operational areas to facilitate analysis of impact, supporting organizational learning and strategic development.
_ Lead efforts to enhance synergy and integration among thematic programs to optimize results for communities.
_ Communicate top-level learning and analysis reports, as well as monitoring data, to enable timely decision-making by management for scaling up operations and addressing operational challenges.
External Reporting and Representation
_ Ensure external accountability to donors through the timely and high-quality implementation of MEAL activities, resulting in accurate reporting.
_ Produce high-quality analysis reports to demonstrate SIF's impact and assessment findings, highlighting best practices and replicable programs, and present them at relevant events.
_ Represent SIF at pertinent inter-NGO and government meetings at the field level, promoting the sharing of best practices and learning among agencies.
Program Design and Allocation of MEAL Resources
_ Integrate MEAL into the program design phase and incorporate MEAL resources into proposal development, seeking diverse funding sources to sustainably integrate MEAL into emergency and development programs.
_ Effectively manage the MEAL budget to ensure optimal allocation of resources.

Qualifications
_ Minimum of five years management and/or MEAL experience in a both emergency and development contexts, preferably with solid experience in more than two of SIF priority sectors: education, protection, shelter, WASH, and Food Security and Agriculture.
_ Bachelor degree in an area of social development or equivalent, master degree is preferred
_ Experience of solving complex issues through analysis, definition of a clear way forward
_ Ability to present complex information in a succinct and compelling manner.
_ Develops and encourages new and innovative solutions.
_ Fluency in English, both verbal and written
