Responsibilities
Overarching responsibilities (Main Goals):
Working within the framework established by the organization, the Monitoring and Evaluation (MEAL) Manager ensures the consistency and quality of the delegation’s MEAL strategies and activities.
He/she coordinates and supervises MEAL teams and takes responsibility for decisions and ac-tions in the MEAL field, operating in coordination with the project, program and Information Manage-ment staff.
- The MEAL Manager ensures that the delegation’s teams are given appropriate and effective methodological support consistent with the approaches, methods and tools used within the delegation in the MEAL field.
- He/she ensures that a consistent approach to MEAL is adopted in large-scale projects and/or integrated programmes.
- He/she supports an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.
- He/she helps develop a dynamic approach to MEAL inside and outside Tdh (as part of re-gional partnerships, networks, centres of expertise, working groups, etc.).


Specific Responsibilities (tasks):

STRATEGIC MANAGEMENT:
- Based on the review of the current situation in the delegation, develop an action plan for the development/reinforcement of the MEAL system, then implement and monitor this action plan. The MEAL action plan is reviewed on a quarterly basis in collaboration with the Country Rep-resentative and Q&A Regional Coordinator/ HQ MEAL Specialist.
- Support development and implementation of the delegation’s strategic MEAL orientations in coordination with, at delegation level, the Country Representative, the Program Coordinator, the Project Managers and the MEAL team and at regional level, with the support of the Q&A Regional Coordinator and the Regional Programs Coordinators.
- Implement an appropriate and effective MEAL system that, where possible, bring together project and programme partners during the monitoring plan design phase and during the shar-ing and using of data.
- Plan MEAL activities and oversee their implementation; manage and supervise related re-sources.
- Ensure ethical principles related to MEAL are respected, especially those concerning gen-der equality, fairness and “do no harm”. Protect confidential data, applies the principles of in-formed consent, and protects children during the collection, processing, analysis and use of MEAL data.

MANAGEMENT AND COORDINATION:
- Manage team members from the recruitment phase to the end of their employment. Adopt good management practices in keeping with Tdh’s values. Apply the delegation’s staff management policy. Ensure clear performance objectives are set for the MEAL team and pe-riodically assessed.
- In collaboration with the Support Services Coordinator, ensure the optimal allocation and proper management of the delegation’s MEAL resources (including financial, logistical, technical and human resources). Monitor MEAL budgets monthly.
- In collaboration with the Program Coordinator, ensure project and programme teams take part in monitoring projects and work towards optimal cooperation within the delegation in the MEAL field.

TECHNICAL SUPPORT:
- Ensure MEAL/ Q&A associated directives, methodological guidelines and tools are un-derstood and implemented at Tdh.
- Monitor developments in the MEAL field while building the delegations knowledge and capi-talizing on lessons learned in this area.
- Help develop and write sections on MEAL, especially in developing theory of change, indicators, budgets and organisational measures for project proposals.
- Provide methodological support during the development of MEAL systems and plans, and ensure a consistent approach is adopted across all projects and programmes.
- Provide support during the collection of data for programme indicators and programme steering summaries.
- Ensure monitoring tools are relevant and operate correctly.
- Ensures the key components of the Project follow up (PFU) are in place for all active pro-ject at the kick-off, and upkeeps the tool with correct and accurate information and uses it for project steering.
- Establish and manage processes for upholding accountability towards affected population (AAP) in compliance to CHS and accountability standards, by mainstreaming the pillars of 1) information sharing, 2) Consultation, 3) Participation, and 4) Complaints, feedback, response mechanisms, allowing the delegation to hear beneficiaries and partners feed-back and concerns on the quality of services and to inform decision making.
- Support and oversee the Information Management team to ensure the quality of data management tools and processes in terms of design, collection, storage, processing, analysis, presentation, use and protection.
- Inform the Programme Coordinator and Country Representative of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
- Provide advice and methodological support during the recruitment of MEAL experts for pro-jects and specific MEAL technical assignments (by drafting terms of reference and recruiting and supporting consultants).

USE OF MEAL DATA:
- Ensure that proper databases exist for each project, and they are harmonized and im-proved.
- Improve the data collection and analysis for evidence-based responses at the delegation level and contribute to regional analysis and communication/advocacy.
- Collaborate with the Communication Officer to ensure that the MEAL projects, assignments, and findings are visible and the subject of communications.

LEARNING/TRAINING:
- In collaboration with the HR manager contribute to the development of the Capacity Building plan for the delegation for the MEAL field according to the needs assessed and the budget available.
- Take measures to build the skills of teams and partners in the MEAL field.
- Collect information from MEAL projects in order to identify the projects which would need evaluation as well as the key project on a capitalization could be conducted.

SECURITY AND CHILD SAFEGUARDING:
- Understand and apply Tdh Security policy, Child Safeguarding Policy (CSP), Prevention against sexual harassment and exploitation (PSEA) and Prevention of the financing of criminal activities policy (PFAC).

Qualifications
Qualifications: Bachelor degree.

Experience: At least five years in a relevant position with a min 2 years of a managerial functions.

Languages: Excellent written, spoken and reporting skills in both English and Arabic.

IT know-how: Very good IT skills including (MS Office), KOBO, Oracle, Database management.


Specific Vacancy Requirements
Skills (Trade):
- Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes.
- Proven experience in managing multidisciplinary teams in the MEAL and IM fields.
- Expertise in developing, planning and implementing systems, procedures and tools in the MEAL and IM fields.
- Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector. Experience in collecting and analysing data.
- Experience in preparing, planning and monitoring consultations in the MEAL field.
- Awareness and knowledge of ethical issues related to MEAL do no harm and sensitivity to gen-der and diversity.
- Knowledge of and professional experience in the childrens rights field (protection and health) in the humanitarian aid/development context.

Salary and Benefits
As per Terre des hommes Foundation - Switzerland Salary Scale.

This position will cover the gap for Maternity Leave till 15/01/2025, with the possibility of further extension.
