Responsibilities
Purpose of the position
The Polio Eradication Officer (PEO) is a vital asset to the polio programme in Syria. They are key field orientated individuals who assist not only with improving quality of immunization campaigns, but also polio surveillance and EPI enhancement. Working closely with all health service providers, particularly in areas of restricted access and movement.
AFP Surveillance
1. Support the health authorities of governorates and districts in ensuring that there is a system in place for comprehensive AFP case detection and response, and there is a certification standard surveillance quality.
2. Complement governorate and district health authorities/staff efforts to ensure timely investigation of all AFP cases. Including timely stool collection and transportation, and the appropriate actions are under taken in response to the surveillance findings.
3. Undertake regular site visits to reporting sites to ensure that no AFP cases are missed or not reported.
4. Ensure that all data from AFP cases are properly collected, line-listed, analyzed and interpreted timely; and forwarded to provincial office.
5. Regularly monitor the quality of surveillance data in the district(s) of responsibility.
6. Participate in detailed epidemiological investigations of urgent, confirmed and compatible polio cases, AFP cases with inadequate specimen, clustering of AFP cases and AFP cases with zero routine OPV dose.
7. Participate in training for health care workers on AFP surveillance.
8. Assist in ensuring inclusion of all high risk/ underserved/ migrant population in the Surveillance network and all AFPs are reported from them.
9. Monthly analysis of surveillance data to monitor and record progress, identify sub-governorate and sub-district level gaps in surveillance sensitivity, SIA and EPI, for corrective actions
10. Assist efforts to improve vaccines preventable disease surveillance activities.
Supplemental Polio Vaccination Campaigns (SIA)
1. Provide technical support to pre-campaign activities particularly planning, preparing and monitoring the quality of area level micro-planning including at the; PHC, Nahiya and District and Governorate levels, and with special focus and reflection of high risk population groups like IDPs, Refugees, Slums, Nomads and Minorities.
2. Monitor the availability of human and material resources and provide necessary support to augment them.
3. Ensure selection of vaccinators and supervisors suited to local context – language and culture, in particular.
4. Monitor and support the trainings in the pre-campaign phase; for various categories of health workers involved in vaccination and supervision.
5. Monitor and supervise the work of all categories of health workers during the Implementation phase of the campaign and share the key observations and recommendations / action points with responsible authorities on daily basis.
6. Monitor the utilization of resources and report issue, if any.
7. Participate in the identification and selection of the appropriate independent monitors for Intra- and Post Campaign monitoring and the validity of the process and data.
8. Support EPI Manager(s) to assess preparations status of campaign and also track systematically populations which could not be vaccinated at Village/Qarya/Zaquqa levels by district and governorate level
9. Thorough analysis of the post campaign independent monitoring data after every vaccination round to: a) making corrective measures as per guidelines; b) identifying the issues to be addressed before the following vaccination round and c) reporting to, and assisting the DOH for actions required, if any.
10. Support the EPI Manager DOH and his/her team in analyzing the vaccination and (administrative and monitoring) data and modify operations if needed.
11. Help EPI Manager to convene with relevant stakeholders from public and private / NGOs sectors to contribute in preparations, implementation and assessment of the campaign.
12. Coordinate with EPI Manager to have contingent plans for vaccinating children living in security compromised areas with an approach of opportunistic vaccination
13. Support EPI Manager(s) to have permanent vaccination teams at tactically chosen places for children on the move especially for insecure areas, seasonal movement and/or large scale movement in relation to religious or social gatherings.
14. Provide special focus on the high risk populations during all the phases of the campaign and reflect in SIAs and monthly report quality of activities and process as well as outcome indicators.
Routine EPI
1. Contribute in improving Routine Immunization through synergizing EPI and PEI in line with the Global Endgame Strategy of Global Polio Eradication Initiative.
2. Assist in optimizing polio eradication assets and activities to improve overall RI coverage.
Coordinating and monitoring support services to WHO activities in the field:
1. Jointly with WHO partners and the MoH/DoH identify gaps, conduct need assessments and respond to emergency needs.
2. Strengthen, support, and liaise with MoH/DoH, NGOs and other health partners regarding the implementation of WHO programmes /intervention areas.
3. Coordinate health plans and activities with UN partners and key stakeholders in the field.
4. Following the project implementation of WHO partners/local NGOs through conducting regular visits, meetings and reviewing their technical and financial reports before forwarding to WCO Damascus.
5. Support the health authorities in designing and implementing vaccination plans on the governorate level and support all related activities such as training, transportation and monitoring and evaluation of the plans.
6. Assist and monitor the distribution of WHO medicines, medical supplies and equipment, and submit regular distribution reports accordingly.
7. Coordinate and follow –up the implementation of Early Warning Alert and Response System at the governorate level and report to WHO office on a weekly basis.
8. Coordinate, follow –up the implementation of HeRAMS (Health Resources & services Availability Mapping System), and fill-in gaps of data, at the governorate level and report to WHO office on a monthly basis. Follow-up the regular implementation of WHO programmes, including primary and secondary/tertiary care, health information system, communicable disease surveillance, detection and response, nutrition, NGO coordination, WASH, mental health and psychosocial support.

Qualifications
The required educational certificate: A first level university degree (bachelor) in a health-related field (such as medicine, public health)
Salary and Benefits
-The APW grade is equal to NO-C as per UN-APW salary scale
